This report is Confirmed true and is of Medium Priority. Here is why -
Three youths from Kaman community in Rakhine State were arrested while they were trying to travel out of Rakhine State. The three- Ko Khin Maung Naing, 18, son of U Hla Maung, Ma Khin Lay, 18 daughter of U Maung Phyu Che and Ma Tin Tin Hla, 18, daughter of U Tin Hla are from Kyauk Ni Maw village and they were arrested by Thandwe immigration after their return from Ayeyarwady Region. They were holding necessary recommendation letters for the travel but did not have the citizenship card with them. They were travelling to Yangon, but stopped and ask to return by immigration officials in Nga Thein Chaung in Ayeyarwady Region and were arrested by Thandwe immigration on their return to home. Previously, Muslim residents from Rakhine State need to carry form 4, irrespective of whether they have citizenship card or not. The form 4 is the same document foreigners need to issue for travelling in Myanmar. A resident of Kyauk Ni Maw village Ko Soe Moe said, “Form 4 were not issued since previous rainy season, only those who have citizenship identification card can go out of the state”. According to the father of one of the arrested youths, they were carrying the family registration card and recommendation letters from their village administration and the police saying that they were travelling to Yangon for medical treatment. Many people avoid doing citizenship card as the authorities forced to mention the race as Bengali in the card. The three youths were handed over to Thandwe immigration and they were charged with offenses related to illegal trespassing and are facing maximum 3 years imprisonment. Reference: BHRN
